This branch will add the HRSI Snow layers to EDC Public Collections

There are quite a number of OpenEO metadata described in the contributing MD https://github.com/eurodatacube/public-collections/blob/main/CONTRIBUTING.md

I suggest to start with the required ones. You could folllow the format of worldcover https://github.com/eurodatacube/public-collections/blob/main/collections/worldcover.yaml
