make ui send a database update on a successfull sync

it's currently a feature that has been ripped out in the nav refactor and should be put back in to get the true reactive UI to work again.

• [ ] add broadcast listener to nav activity
• [ ] send update function on successfull nav reload

after this it can be tested by sending an announcement while the app is open already.
