[DMF] Tax / Fiscal Identifier Range change #27

The Tax / Fiscal Identifier property (of an Organisation in Row 239 on the "Content Classes" sheet of https://github.com/european-commission-europass/Europass-Learning-Model/blob/master/ECDI_model_Credentials.xlsx) should be an 'Identifier' not 'LeagalIdentifier' as the latter has a spatial context and, as such, should contain a SpatialID, that is not always applicable to Tax / Fiscal identifiers (see for reference https://ec.europa.eu/taxation_customs/tin/tinByCountry.html or https://www.spanish-living.com/id-numbers-in-spain-nie-cif-vat/)

From the EDCI technical implementation point if view it is also recommended that the Organisation's "Legal Identifier" is also changed from 'LeagalIdentifier' type to 'Identifier', since this data of the credential issuer is taken from the e-Seal, where the legal identifier may not be included in the standardised XY-00000000 SpatialID+identifier format.

Comment taken on board and data model is being adjusted (in 2 stages, one of which was already done in October 2020, i.e. the Organisation's legal identifier, now called "Registration", is already an "Identifier" data type)
