The proposal is to
a) ask the Publications Office to host the Council of Europe "Common Framework for Languages" as a multilingual EU Vocabulary - the same way as PO does for ISCED,2013 EQF, ISO Language or country code list.
b) to support the reference to this code list in the European Learning Model when it comes to expressing language skills.

Free text comment The skill level of language courses can be expressed via the Common Reference Framework of Languages, a taxonomy governed by the Council of Europe. https://www.coe.int/en/web/common-european-framework-reference-languages
In German Abiturzeugnis for instance the indication of language level using the CEFR (Gemeinsamer Europäischer Rahmen für Sprachen) is mandatory.
Very good skills in English can be expressed saying C2 while beginner skills can be referred to as A1. Self-assessment grids do exist in all EU languages: https://europa.eu/europass/de/common-european-framework-reference
