[EDC Constraints shacl] update - dm modifications #55

Update EDC-constraints.ttl file; Some modifications are needed:

Awarding Process - elm:educationalSystemNote -> Modify expected value from Note to Concept
Concept -> Add new field: URI - dc:description Expected value - rdf:langString Cardinallity - 0..* Description - A free text description of the concept.

We reuse skos:Concept class. We should reuse properties of ths skos vocabulary, skos:note, skos:definition etc..

Hi Natasa, Sure we can reuse a property from the skos vocabulary. The requirement is to have some field to store the description retrieved from the CL.
