Implements Service Discovery #43

Service discovery could have big impact in the system because the it
defines a registry of capabilities of the plugins installed in emite (so
the plugins, i.e. MUCPlugin, will user this service to publish its servies)

Also, lot of xep specifications depends on this one.

I think it should be the next xep to implement, maybe in 0.9.0?
