Dash Timer Display #16

Add some kind of GUI element that visualizes the Dash ability is ready to use, when it's on cooldown, and the remaining progress left before it can be used again.

I think a loading bar under the player could work well for both this and for https://github.com/euthyphro666/proto-ninja/issues/17. Maybe use different colors for each one?
