Show date of uploaded pictures #350

It would be nice if EVMap displayed the date of upload when viewing pictures of a charger.

Some of the pictures are old and the site changed since they were taken. Some are new, but are from bad cameras, so they look like they're old.

I don't know what the back ends allow you to show, but at least the date would be nice. A commercial app I use shows a line of text at the bottom of the picture: "By username. X months ago."

Some apps don't display this on the pictures, but they have comments and the date is displayed there. Not an option in this case, I think, since #277 is still not implemented?

GoingElectric unfortunately do not provide this information through their API, the date is only visible when editing the charger through their website.

For OpenChargeMap we can add it.
