Add new project: BluPants #421

Add a project page about BluPants robot.

BluPants is a free web based IDE that supports multiple hardware (Beaglebone, RaspberryPi and Lego Ev3). The Lego Ev3 version is completely based on ev3dev.

It natively supports Python and Blockly.
