Added 'DevForumRegular' VirtualGroup #241

Added the new name for the full member rank of the Developer Forums as of February 2020.

This does not rename DevForumMember despite the New Member rank being renamed Member due to compatibility issues.

If 'Member' is being left for compatibility, I don't feel like Regular should be added either; if regular is a virtual group, some people could assume that this also applies to the Member virtual group.
