Find and investigate all empty Github repositories #108

For various reasons Gitpan can create a Github repository and put nothing in it.

Find all empty Github repositories
For each repo
- Determine whether to delete it OR
- Determine if it's indicative of a problem and fix the problem

Empty repositories can be for a number of reasons including a bad release (see #107) and an accidental creation of a repository for a distribution with no releases (see #91) or something else.

Eyeballed them all and made adjustments to the .gitpan config where necessary.

Some are empty because they cannot be pushed due to having 100+ meg files. This will be resolved with #110.
