Fix BackPAN::Index->short_path #89

short_path is currently just cpanid + filename. This doesn't work for things like authors/id/I/IL/ILYAZ/os2/tk/binary/Tk-402.003-bin-01-os2.zip.

Just chop the authors/id/X/XY part off.
