Libint2 library is not soversioned #330

The library produced by the build is not soversioned. Soversioning is required by most distributions.

I thought this was fixed in #231 but now I see a note that it might only have addressed the build-both-static-and-shared. You could build both as a temporary workaround -- they share the same object library.
