Clicking on the "branches" tab of a project with no associated repo throws a server error

Affected Version: 2.1.3

What steps will reproduce the problem?
1. Create a new project that you intend to use for permissions only.
2. Remove the associated git repo (since the project is only permissions, there 
should be no repo).
3. In the UI, click on the branches tab for that project. Notice error.

What is the expected output? What do you see instead?

There should be no branches tab for permissions-only projects.

Please provide any additional information below.

This implies gerrit should understand the concept of a permissions only project.
