Affected Version: 2.1.3

Gerrit 2.1.3 allows projects to inherit permissions from other than "-- All 
Projects --". One should be able to create a project that it used only for 
permissions and has no associated repo.

It would be nice for create-project to allow this via a "--permissions-only" 
flag or some such.

As a work-around, you can remove the associated repo after creating a project 
that is only to be used for permissions. However, note related issue 612.
