--re=self does not send email to myself #632

What steps will reproduce the problem?
1. repo upload --re=self .

What is the expected output? What do you see instead?
Without self on --re list, it used to auto-send email to self.
Now it doesn't.  Ok, but even if I explicitly add self to --re
I still don't get the email.

Please provide any additional information below.

More recent versions of Gerrit Code Review no longer CC
you by default on messages.  You need to enable it in the
settings page under preferences.
