Is this fixed with SublimeText Build 3157?

It should be. This package fixes this issue now:

  1. https://github.com/SublimeTextIssues/Core/issues/1814 Command palette cleans the last command on escape key press

On the future I plan to also fix the issue:

  1. https://github.com/SublimeTextIssues/Core/issues/2379 command palette forgets last entered command after closing Sublime Text
