Ensure that "angular" dependency in "bower.json" file is using version range of ">=1.2.0 <1.6.0" #27

Right now ngImprovedTesting is tied to version ~1.3 of "angular" in the "bower.json".

Additionally the "bower.json" in the source-code repo could be simplified by:

moving the "angular-.." entries from "dependencies" to "devDependencies".
instead we should add a single "angular" entry to "dependencies" with a version range ">=1.2.0 <1.6.0"
then we could remove the "resolutions" from the "bower.json" since we now only have a single angular entry in our "dependencies".

In the "bower.json" in the Bower repo:

we should replace the version "~1.3" of "angular" with the version range ">=1.2.0 <1.6.0"
