Suggest services when adding contact #10

When adding a new contact, after brigade selection, ajax a list of services that may be applicable so they can be added at the same time.

This could be done by a) Looking at what other members of that brigade have added b) Searching for capcode aliases and service descriptions that include their brigade name

I'm not sure how relevant this is now that we're including all services on the contact add and edit page anyway. Perhaps we could highlight possibly relevant services to make it easier to find them?
