Incremental step toward outputting deltas #23

added delta output to scattering opacity subroutines. Extra work is done, but no change in outcome yet. Differential cross section functions could probably be simplified further. Suppressed errors when non-transport opacities are requested and not implemented - just give transport opacities with delta=0. renamed type to transport in several routines for consistency.

Oops, that was from a different function I was testing. I will amend the commit and push.

Is h5lt required? If so, not a big deal, it seems like it comes with a standard H5 install.
