Since version 15, Opera is Chromium based. It's maybe a good thing in long term, but we loosed a lots of features, like almost everything bookmark related.
Since version 20 (?) we have Bookmarks bar (as in Chrome), and all the necessary API, but it is just not good enough.
The good news is, Neater Bookmarks in its current form (without any change) is working perfectly.
