[DATETIME] Unable to add in 2400 as an appointment datetime

Steps to reproduce:

1. Enter the command edit n/Alex Yeoh ap/29-Feb-2024, 0000, 2400 and press Enter

Expected Result

• As 2400 is an internationally accepted time for 0000, the user should expect the input to be valid and captured in the system.

Actual Result

• Error message promoted for invalid input

Severity Check

• It might be rare for a clinic assistant to enter an appointment at 12am midnight. This does not affect the usage of the app. Hence, this might be a severity.low bug.

Thank you for your feedback.

We understand that the idea of 2400 is referring to 0000 for the next day. However, as we have created this app for our target audience of the front-desk worker of small clinics which are unlikely to operate with appointments at that time of day, we believe that this is out of the scope of v1.4, as this is an extreme edge case for most clinics, and we had more pressing bugs to fix during v1.4
