Notifications v1.0 (again!) #238

Okay, I've tidied up all of the code for this and i've made it a little smarter.

It currently only has two notification types, starbase low on fuel and starbase status (which will notify for anchored/online and reinforced).

It will send notifications to any user which is a member of a group which has the pos manager role assigned, and the user must be able to access that corporation. i.e. it's smart enough to distinguish between different corps and stuff.

Yay! Love the start of notifications! I know this is the first iteration, but food for thought:

1.) Starbase Charters... Some of us have POSes in High Sec :) 2.) Long term, let us set the value at which we get alerted at? I.e. I would like alerts 48 hours before the POS runs out of fuel. There is now a SeAT config page this option could be added to?

@Nutbolt52 all valid points. Lets just get this into dev first for some testing and tweaking! :)
