[Enhancement] Allow admins to set the Inactive Member Notification time #348

This notification is fantastic, however in our corp as an example we kick people after 3 months not 1, so it would be nice if admins could set this in the SeAT Settings pages

Should be easy thing to implement with the settings framework we already have.
