UG Missing Constraint on Phone Numbers for Add Command #3

In the UG, the above constraints are the only constraints specified for Phone numbers. However, in the application itself, there is an added constraint that phone numbers should be at least 3 digits long.

We do not think it is necessary to include everything in the UG. While it can be included, not including it does not cause any issue for the reader.
