Support pot-to-php script for npm builds using `wp.i18n` #1

With this work, plugins can use the wpi18nJsPotFilePath entry in their info.json file to indicate support for the @wordpress/i18n pot-to-php script. This is needed for work being done in https://github.com/eventespresso/event-espresso-core/pull/296. Once that pull is merged into master, I can test this pull against its work.

https://github.com/eventespresso/event-espresso-core/pull/296 has been merged into master so I have to merge this work into the build machine and run some tests before the next release of ee core.

Hey @joshfeck just letting you know that this needs done right before you do the next release of EE core. If you want I can trigger the initial build of EE core release (when its time to do it) so I can catch any problems with these changes.
