Issues with new camera rework #6

The new camera rework has broken a number of things. Cameras can't go down stairs, bounce when going up stairs, cause elevator panels to disappear in elevators, and also break when crossing an engine boundary.

Most of this has now been fixed, except with the crossing of engine boundaries.

These issues appear to all have been fixed.
