If the web interface is running and the user attempts to access some BEEN services that are not running, we must provide some sensible information on what is missing.

Also, it would be desirable to inform the user if no persistence layer is running (growing cluster-shared memory with no sink).

Some methods were added by the merge and need to be integrated into the new exception handling system.
