do not allow to reupload non-snapshot BPKs #186

Now in WI, when user uploads bpk with version other than xxx-SNAPSHOT, he is informed that the package has been successfully uploaded, but In fact, package upload is silently ignored. We should inform user that reuploading non-snapshot BPKs is not supported.
