[Bug] 'Daily Plan' | Role issue #2611

Role 'Member' can not add a task to a 'Daily Plan'

Currently, only 'Manager' role can create a plan OWN Plan and for other Members

Expect: Each role should be able to create own 'Daily Plan' if has assigned tasks
