[Bug] 'Daily plan' | tab 'Assigned' - access the Action menu with delay #2669

The issue is that when a user opens tab 'Assigned' somehow the system is not working properly. There is a huge delay between clicking on an element and getting a response.

Investigate and fix

Expect: the delay should be acceptable for user's normal usage.
