Update circle #23

Circle CI is sunsetting it's 1.0 builds, for which this repo uses. So, this branch is an attempt to convert over to 2.0 builds. It should not be merged with the master branch until:

[x] Everything builds on circleci
[x] Deployment steps are added
[x] A tag is applied
[x] That tag appears on docker hub
