Links with href='#' should be ignored even if the doNotChangeUrl has been called #13

https://github.com/everlutionsk/ajaxcom-js/blob/master/src/handler/click.ts#L11-L16 this is executed even if the link is not an anchor and it's only javascript aware attribute as href='#'.
