Use poise-service to create zookeeper_service resource #191

It's fairly rough but it seems to land the correct config(I've only tested sysv, upstart, and systemd). However it always tries to start the service like its an upstart service and I'm not exactly sure why.

Sorry, I just have not been able to carve out any time to work on this. I’ll get there eventually.
