Feature/logging #39

Implement basic logging feature. Logs all commands run and by who to an everybot.log file. Also logs any errors not caught.

Example:

2021-06-28 09:34:42,178 - INFO - everyBot Testing:Okonomiyaki#6628 ran the command '$install_module fun'
2021-06-28 09:34:47,887 - INFO - everyBot Testing:Okonomiyaki#6628 ran the command '$help fun'
