Add OMIM criterion back as "disease criterion" #4

According to @sabrinatoro and @mellybelly, not including the OMIM filter has many more false negatives than including the OMIM filter has on including false positive (disease concepts that are not diagnosable).

We therefore would like to add this filter criterion back.
