I would suggest we do an experiment if see if this is any better. Even if not, no harm done - the information of whether a disease is considered "billable" might come in handy none-the-less.
Lists such as https://www.cms.gov/medicare/coordination-benefits-recovery/overview/icd-code-lists exist so we can understand which ICD codes are billable, and which ones are not.
