Random update banners #1133

Expected Behavior

Banners to accurately represent if an addon has been updated.

Actual Behavior

Random banners for updates on addons. For example, I highly doubt SH Pointshop got a random update.

Reproduction Steps

1. Go to purchases
2. Check to see if you have a banner for an addon that, according to the versions tab, was last updated in 2018.

I've noticed this a few times too. Addons that I've even recently downloaded will have update banners. When is the banner supposed to be removed? When you go to the store page? Or when you actually download it?

Just got the issue on Crap-Head's Advanced Keys, which was updated before I even had it.
