Forum threads cannot be locked by the original poster #1316

Expected Behavior

Original posters should be able to lock their own forum threads.

Actual Behavior

The lock button is not even visible to the original poster.

Reproduction Steps

1. Post a forum thread as a non-admin.
2. Try to locate the lock button.
3. It is nowhere to be found.
