Remove 'Diputad[oa] por …" from Constituency #3

The constituency field is currently of the form "Diputado por Santa Cruz de Tenerife" or "Diputada por Córdoba" — these should simply be "Santa Cruz de Tenerife" and "Córdoba" (though it should also set gender based on these)
