[Nigeria] Add data from SYE #31

In this series of 3 tickets (#31, #32, #33) our aim is to switch the source for EveryPolitician.org for Nigeria (both houses) to be pulling from Wikidata.

Our first step is to import the SYE data to Wikidata:

Create things (possibly manually) such as parties, term, elections. (2)
Check that people exist (current status: only reconciling against about 5 categories in en-wikipedia or have a P39). (3)
Using Quickstatements to add positions to people. (Note - not official data). (2)

New ticket being created will move estimates there.
