There needs to be a split between the concept of comparing two lists, and the concept of generating lists for comparison.
Lists might come from anywhere, but the comparison tool shouldn't have to care about where they come from, they should just be structured in a consistent way that the tool understands.
As of #20 lists for comparison are now just external CSV files which are presumed to already be in the correct format and reconciled to Wikidata. So closing this.
