  Proposed Solution

It looks like something has gone wrong with the Templates on Wikipedia-zh, and because they're not being included properly on the pages, the people aren't getting added en passant into the correct Categories for the scraper. Hopefully this will get fixed by someone who knows what they're doing within a day or two, otherwise we'll need to dig deeper.

This seems to have been resolved upstream, but we still have one person missing. It's unclear whether it's related to this or not, so I've opened it as a new issue: https://github.com/everypolitician/everypolitician-data/issues/15406
