Problem with Incoming Data

Legislature

Turkey (Grand National Assembly)

Problem

Losts of data being lost. Wikipedia scraper is failing on term 21.

Steps

[x] Fix scraper
[ ] Import data

This error was caused by one of the Wikipedia term 21 member names not being a link.

I've done a fix for the scraper in https://github.com/everypolitician-scrapers/turkey-tbmm-wikipedia/pull/5.

The fix to the scraper fixed one of the issues here, but we still don't have a clean build. In particular "Adalet Partisi" is being added as member of the 16th Term, but that's a Party, not a Person.
