Just to note, when I dissolved the boundaries for Quebec City using MS_FB_PARE, I got two features - one is a tiny sub part of Quebec City inside one of the non-Quebec City enclaves. For the purposes of the cities.shp file and .csv I just deleted that one, but let me know if it should stay.

It's such a tiny bit of land, I probably wouldn't worry for this pull request if there's no time today, but what I would have done then is:

Select both features
Use "Geometry tools -> singleparts to multipart" That'll create a new layer where they've been combined into a single feature.
