Enable moderator to delete any comment in an election they are moderator for #15

The moderator should be able to delete any comments from the candidate pages in the moderator's election.

Please see image below. The removal process will be the same for moderator's as it is for other user's, except the moderator can delete anyone's comment from within the moderator's election, and a user can only delete their own comments.

deleting comments currently works only for demonstration and user testing purposes in a really really jacked up way. acd29c5
