Feature Request : add "Not Contains" filter #795

scope filter "scope contains [scope name] works but is there any way to filters users with public scope only? was trying a lot of options, nothing works

ok, can issue be marked as "Feature request"? to filter scopes with "scope NOT contains [scope name]"
