downgrade databricks dep to 1.7.1 to remove lz4 dep #1886

Description

Fixes: https://github.com/evidence-dev/evidence/issues/1885 by temporarily downgrading

Maintainer suggested they may be able to release a version with the lz4 dep as optional in the future, which would allow us to get back to latest
