I understand your concern about making sure the outages are not highlighted and that there is a clear connection between the two charts. We'd like to update the layout as seen below. We've stacked the charts to give the percent of functioning dispensers more prominence as well as used color and an arrow to connect the two charts. We think this layout helps to minimize the focus on the actual outages.
It's important to keep in mind that the data will always be updating, so any custom pieces such as a callout lense will be more likely to break over time and also adds complications to the mobile version.
The features we added here will scale well as data is added and maintain there functionality at all viewport sizes.
This also does not require us to rebuild one of the charts allowing us to fit in the timeframe for launch.
