New App Engine Quotas problematic #322

1)Aggregate appears to non longer be sleeping the UI after inactivity
2)The DB is retrieving binary data. It's complaining about the high CPU from 
the submission service.
  1) Having lots of submissions for GeoTagger v2 seemed to cause the service to nuts. Not sure limiting the panel to 50 will help

tested a bit and timer shut down appears to be working.

Logs show that the high access cost issue has been fixed.
